Landlord not returning full security deposit due to snow

We are having a problem with a former landlord not returning full security deposit because of snow. The story is that we gave our 30 day notice and we received a letter from him about 22 days later telling us that we had to clean up the snow in front of the house or he would deduct the cost of removing it from our deposit. We cleaned the snow up 7ft from the house. This landlord mailed us a letter saying that he kept 100.00 for cleaning up the snow (when he did it himself) and gave us back partial payment of our security deposit. We put up with a lot of bad things for along time while living there. There were promises made and never followed through with. The house is to the point that it could be condemned partially because he didn't keep up on the repairs.

Are we wrong about going to court for our $100.00 and/or do we have any rights for this problem. By the way this is in wisconsin.
