Landlord neglect

Disturbing neighbor threatens children and elderly in neighborhood. Has been going on for over 10 years and landlord won't do anything. Neighbor, a 37 year old woman, recently pushed my 14 year old sister and called her a b*t*h. No one can park in the space she designated as her own, she double parks to ensure that. No one can stand out front of apartment she will curse you out and turn on water sprinklers to get you to leave. Has threatened numerous neighbors. Will follow you in attempt to pick a fight and slanders everyone's names around the neighborhood. My mother lives in this apartment building and my 14 year old sister can not even come outside. WHAT CAN WE DO WHEN THE LANDLORD DOES NOTHING????????
