Well how can men sign over their rights, I mean like what does the judge have to see about them that they are not fit and that they can sign over there rights??

Men (and women too) cannot simply sign over their rights to a child.

Their rights must be taken away by a court (in general) during an adoption hearing or a hearing to terminate parental rights.

You just cannot sign over your rights. If one is not fit to be a parent they should not be one. One does not have to use their visits but they have to financially support the child.

Rights can only be legally terminated if there is a subsequent adoption that is going to take place.

See an attorney.
