I'm writing a crime-procedural TV pilot. I am wondering if a person commits a triple homicide in West New York, New Jersey can they be tried in New York for any reason? Is there a reason they could be extradition to Manhattan.

NJ and NY are two, separate, distinct, sovereign states.
The city's name has no legal relationship to the state.
