Parole, Probation Joint suspension?

Basically my friend got arrested on a domestic violence. But had that cleared now his probation wants to give him 4 year joint suspension because that was his agreement. She cleared his domestic violence but they want to give him 4 years can they still do that?

What do you mean by "he had that cleared" and "she cleared his domestic violence"?

What do you mean by "4 year joint suspension."

What "agreement" did he make and with whom?

Who is "they" in "can they still do that"?
 
Your post isn't real clear. However; if your friend violated the terms of a probation by the arrest (even though cleared), then it sounds legal to give a joint suspension. You might want to clarify your post.
