I live in a nursing home. People here are allowed to eat in their rooms, but I am told they do not have the staff to feed me in my room, so I must go to the dining room. Is this discrimination?

To paraphrase what Mister said in "The Color Purple" - Could be, could be not.

It is not illegal discrimination. Nothing in Federal law or the law of any state says that everyone has to be treated identically; only that differences in treatment cannot be based in a characteristic protected by law. Shortage of staff is not a characteristic protected by law.

So...are you being told you cannot eat in your room? Or are you simply being told that the facility doesn't have the staff to feed you in your room? There's a big difference there.

Is there some reason why you cannot get the food and take it back to your room?
