I was curious if you can do history lookup on someone without having a C.C. # just noticed everyone wants a subscription.

You have not mentioned your state, but here in California and in San Diego County to be specific, you can check for anyone's warrant online through the Sherriff's website. You also check to see who is in jail and on what charges and whether a person has a restraining order against him. You can also call the Sheriff's office and orally get warrants information.

Some states do not give out such information online or on the phone and require that you go to the Station house. But regardless of what state you are in, the best place and best way to start is by calling your County's Sheriff Department.

Warrants and restraining orders are matters of public record and available without having to shell out credit card numbers.
