Parking, Access is it the law to have ice breaker on the roof if it slanted

I have a drive way between two buildings one of the has a slanted roof that has ice falling off it during winter time. They do have a sign saying "falling Ice" but Some people I know says " it the law to have ice breakers on the roof if it's hit a parking or sidewalk" IS THIS TRUE? What step do I take if it hit my car?who pay for the damages?

If you want your car repaired SOONER, rather than LATER, report the matter to your insurance company.
They can get your car repaired, and you can address fault later.
That later will likely be in the form of a small claims court case.
Nevertheless, your car will be repaired.
