Is it legal to offer to gamble for charity?

Bottom line: Can I set up a web site that offers people an opportunity to send me money that I then use at a legal casino to multiply their original donation (hopefully) and send a percentage of the winnings to a charity of their choice?

Here's what I'm thinking--
1. a lot of people would like to give to a charity, but perhaps don't think they have enough money to make a difference;
2. these people may not work for a company that has a "matching contributions" program, and are wondering how to make their contributions go further;
3. I live near casinos in Iowa (I live in Nebraska), and thus have easy access to legal gambling opportunities that many others do not.

So,
Why not offer to take their money to a casino, hopefully double or triple their money, and send a percentage of the winnings greater than their original contributin to the charity of their choice? If all of this is stated clearly on the web site, including the risk involved, is there a legal problem?
