IRS stop social security filing?

I have a quick question. My father is close to seventy years old and has yet to file for social security. He says he can not until he gets his IRS taxes paid which I am not sure if this is correct. My father is not a rich man and his social security check would help him greatly.

This might be the case. The problem is that if he owes the government for unpaid taxes, they aren't going to turn a blind eye and then hand him out money in the guise of social security payments.
