If a defendant does not want to plea guilty, defendants court appointed attorney recommends that the defendant does plead guilty. Is it legal for the prosecuting (district attorney) to incarcerate the defendant for unpaid traffic tickets, and reset a date for defendant to return to court another day, to coerce defendant to plea guilty or no contest.
 
Nothing illegal, if that's all that's been done.
Obey all of their laws all of the time.
If you receive a traffic citation, be sure you PROPERLY address it.
If you receive any fines, be sure you take care of them, or make arrangements to pay the fines.

You don't have to plead guilty.
You are FREE to take the matter to trial.
You're innocent until your guilt has been proven, or you take a plea.
