You probably can't.
You should have addressed the alleged conflict of interest during your trial.
Addressing it 24 years post-conviction isn't likely to get anywhere.
But don't take as final anything you read on the internet. Consult a criminal defense attorney.

Please don't post in all caps.
You can't. You obviously knew at the time that the judge had represented you in the prior case. If you felt that was a problem, you could and should have objected at that time. It's way too late now.

Sadly for you in FL and many states the SO label will follow you for the rest of your life.
I've been told some people in your predicament emigrate to other countries ...
