In State Tuition Fees

We lived in washington state from 1999 to 2004 and my son graduated from high school in 2004. He joined the WA state university in September 2004. In 2004 November we moved to NY and since both the places are 2 ends we asked him to transfer to a college in NY. Now he wants to go back to the same college in WA
The state laws says that if a student does his 4 years of high school from WA, he is entitled to instate tuition fees. But when he approached the college administration they said that he is not entitled for in state tution fees.
Could anyone advice and guide me please?
 
Ask the college for their policy of residency and it's compliance with state law. They should give you a copy……… Sometimes some workers don't master the law and give wrong info. Talk to someone in the registrar's office for advice and clarification as per state law. If it does not work out, ask them how to challenge the decision via their school system.
