No. It is not unusual to have the charges amended. The date is easily correctable, and it may have been determined that the new violation was more applicable to the situation than the original one that was cited.

My issue witg this is that he actually rear ended the guy after the guy brake checked him over and over. The guy got out yelling why are you following me. He wasnt it just happened to be thw way home. The guy was let go by the officer and never asked for insurance for the accident

Maybe if Junior hadn't been following too close to the other driver, there would have been no need for 'brake checking' and he would not have rear-ended anyone.

I know if someone in front of me kept hitting the brakes I would have slowed down and given some room.
If this scenario resulted in an improper passing citation then it seems your son got caught up in a bit of road rage for which he can only blame himself.
