If I gave someone permission (I had a second credit card issued in their name) can I press charges for identity theft if they dont pay the bill?

I gave them the information on me that they needed to keep their bill paid. Things such as my b/d, pin number, etc. the card number is the same on both our cards. I just had another card issued in a friends name. So I am responsible for the bill, right? The cc company has no information other than mine.

Yes, CLOSE the ACCOUNT or LINE OF CREDIT ASAP -- you will regret that this other person has a card in your name--

Well now I am responsible for almost $7000 for charges my friend made on her card. Is there anything I can do? She has offered to pay me a set amount per month. I guess I can be thankful she is doing this much. I have really learned my lesson.

Be prepared to small claim her once she decides she does not want to pay anymore-- Keep all statements all payments etc.... I hope she follows thru-- make sure the account is closed so this doesn't get to 10k$-- a revolvong Line of Credit is very very very expensive and can be a nightmare
