I have sole legal/physical,who's liable if minor child gets into an accident?

I have sole legal and physical custody of my 15 yr old son. However as of 3 months ago I sent him to live with his dad because of his rebellious attitude. My son wants to get his drivers permit when he turns 15 1/2 yrs old. I told his dad that I will not sign it because I don't feel he would be a responsible driver. I live in California and my son is living in Nevada. My son informed me that Nevada only requires one parents signature. First of all, can the non-custodial parent sign for a permit because he lives with his dad. If my son gets into an accident who would they go after? Will I still be liable even if I'm not the one signing the permit? We haven't made any legal modifications to the existing court order though he lives with his dad, so I still have sole legal/physical custody.

I have asked my son the question as to whether he wants to live with his dad until he is an adult and out on his own. For if he doesn't have any respect for my concerns and wants to proceed regardless, then maybe that is my only option? That would break my heart but I don't know what else to do if he doesn't care about putting us in jeopardy? After I pointed out the reasons I felt he needed to wait and my concerns regarding the liability factor, he responded with it only requires one signature in Nevada, said he doesn't want to talk to me and for me not to call him. Is it difficult to change the custody if both parents are in agreement?

Look, your son shouldn't be making the decision. He's the child - YOU are the parent!

Get that kid back to your house! YOU are the parent, HE is not the one making these decisions.
