How do I legally protect myself from a out of control child?

My child has been out of control for years. She is 15. Birth date 10-13. I have taken her to counseling for a couple of years. She was on meds. They helped some, then stopped. I stopped counseling. Things have gotten bad again. She wants to leave. Has run away twice. Cops called on both occasions. I know I am legally responsible until she's 18. I know that she can be emancipated. But will that protect us from any fall out? I have a child with epilepsy as well and don't want to be in danger of losing him. It's too the point where I can't walk away from her, she follows me and will stand in my bedroom doorway until I respond. I'm disabled myself and scared of what she might do. Please advise me of my rights.
