How can we get arrears forgiven or removed?

My current partner has almost 10,000 in arrears (past due child support). The mother of the child has not been in contact or allowed him to see his child and he is now paying her child support. We are trying to go on a business trip out of country and he needs his pass port. We are in Austin, TX. Is there any chance he can have some of the arrears forgiven or removed so we can get his pass port to travel? Please Help! Thank You

Nope. Only Mom can forgive the arrears.

So, he needs to either pay it down to the level required (off the top of my head I think it's $2500) or simply not go.
