HOA Late Fees

If a homeowner is late on the monthly assessment and the HOA charges a $25 late fee but the homeowner isn't aware of the late charge for that month. So the homeowner pays the next month's assessment w/o the late fee(because he wasn't notified), can the HOA charge a late fee on a late fee?
