Her mother is trying to move to Japan

My daughters mother had taken my daughter to Japan a year ago and there was nothing I could do she wouldn't let me see her. She is back in town, from what I hear her visa was up and she had to come back. She has a week to renew it and leave again as of now her and my daughter are in a shelter. I want to get my daughter but am not sure what I have to do. Is there anyway I can file something at the court house to make it so she can't take my daughter back to Japan? I am going to file for custody but I know it takes time so can I make it happen faster? Please I am lost and don't know what to do. If she leaves again there will be nothing I can do because she won't even give me the address out there. I just want to be a father.
