Having the noncustodial parent sign over rights

I am in need of some advice with having my childrens absent father sign over his rights. I will be marrying soon and we plan to have my future husband adopt my children. He is court ordered to pay child support and does not out of defiance. Is there a way to go about in the newspaper where they are allowed a certain amount of time to respond before there rights are removed regardless or is this just a myth?
 
That is a huge myth. First of all you cannot terminate rights just because ge refuses to pay court ordered support. Have you contacted CSE to complain? Does he see the kids? A court will only grant a TOR if it is deemed to be in the childrens best interest and if he has a relationahip with the kids, it should not be done regardless of how you feel about him. After you marry you can see an attorney if you still want to pursue this. Dad can dispute it.
