I was convicted for petty theft 2 years ago, in 3 more years I will be elegible for naturalization. will the H.R. 4437 affect me from getting citizenship because of my conviction.

Indeed they are oriented at increasing security along the border but they also extend the grounds of inadmissibility and removal, sometimes applying the penalties retroactively.
