Guardianship of Incompetent Adult

My Father is incompetent due to dementia. My Mother did not want the responsibilities of the estate, finances, etc. I am the daughter and obtained legal guardianship of my Father. Now I find out that my Mother cannot receive any monies from my Father's retirement or income. How do I petition the court to allow my Mother to receive these? We can't afford an attorney.

Where are the monies going now?

The monies are in my Fathers bank account. As the guardian I can only issue payments for things in my Father's name (the mortgage and utility bills, etc.) He is in a nursing home and my Mother resides at their home (in both their names)
