getting guardianship of abused child

I need help, my husband's ex-wife gave temp guardianship of her 1 year old to a couple in arkansas that she thought were her friends, while she was in prison. I have kept in contact with this couple has my husband and i have custody of the baby's three half sisters. The couple has done nothing but complain about how much work the child is that she pees way to much(which is part of her having three kidneys), they beg for money from us every time and finding out from anyone saying they are poor because of the baby. They did not take her for her surgery back in june they said it cost to much money, they have threatened the mother to take her and hide her. We have told them that if she is too much for them that she can come to live with us and her sisters, they said that no one can have her. We have called cps in arkansas but they are stupid and told us its a domestic issue, we have talked to alawyer who can go to court for us and get us temp guardianship but that take alot of money, don't get me wrong for kids we have no problem with money we just don't have 4,000.00 sitting around in our budget. The man the mother was living with is listed on the birth certificate, could he go to court and say he wanted the guardianship dissolved and then with the mother turn temp over to us. Please the mother has made bad decisions about her kids before, she left her four year old with her bilogical father and stepmother and the stepmother killed the four year old, she complained about the same things money and take care of her, so any advice would be great so we can bring the little one home with her sisters.
