Getting a PA license owing fines in WV

We moved to PA from WV. In WV my husband had his license suspended/revoked due to fines. It has been suspended for many years and I THINK the last time he got pulled over for driving without a license it just came up as him not having one. My question is this: Is he able to get a license in PA and/or does he have to make sure all the fines are paid off first?

Only the state of PA (not a loser like me on an internet forum) can make the determination as to whether your hubby can obtain a drivers license.
If he applies, the computer will search and spit out its answers.
Some in your hubby's position say they are successful, others get outed.
Many report they still owe the fines, and are directed to pay them off before they can obtain a license.
A few report they slip through the cracks, but that is rare, and often suspect.
Apply, and see what the state of PA has to say.
