Franchise tax board bank levy on joint account for husbands child support debt.

I have a joint checking account but the money on that account comes from my income only. The franchise tax board levy my account because my husbands name is in it. He has child support debt and making payments. He is current on his payments. I have a house on my name only and had recently received payment to replace ceiling on my house. The franchise tax board took every penney in this account, as well as the money from my paycheck that I had just got paid the day before the levy. They left me with no money to and refuse to release the money because it is a joint account. I sent paperwork to proof that the money is mine but they claim that what is my is my husband as well. It there anything that I can do. I have no money to support my two daughters or pay my bills.
