Former W-2 Employee now 1099 Employee

About 1 year ago, my husband's employer took him off of the payroll and made him a 1099 employee.

What are my husband's options if he encounters a layoff?

He is employeed as an autobody repair technician and with the problems in the automotive industry this is a definite concern for my husband.

He is a 1099 employee who drives a company vehicle is provided a gas allowance and is currently on the company medical insurance plan with his employer contributing about 50% of the premium.

My husband has approached them with his concerns about unemployment and also about TDI if he were ever to be injured or ill and they have refused to put him back on the payroll.

Is there any type of private insurance we can get that would cover unemployment?

Any advice or assistance you can provide would be appreciated.
