Harassment, Stalking, Misconduct Former supervisor threatens to call police everytime he sees me at work.

I worked 20 yrs for the City of San Diego until I was wrongfully terminated July 20, 2007. My appeal is pending. I worked at our public landfill and periodically I return to get free mulch that is available to the public and other various business that is accessable to the public. Everytime my former supervisor sees me he threatens to call the police and directs me to leave the landfill. I had never threatened anyone or have been involved in any violent altercations but I leave to avoid any trouble. I live and pay taxes in San Diego. Should I be able to take advantage of the services that are available to the public? Does he have the right to make me leave without cause, eccept for his personal desire? Am I trespassing if I am conducting business during business hours at a public facility? Are his actions a form of discrimination or harassment? Does my former status matter?
