Shoplifting, Larceny, Robbery, Theft Forged insurance check

A fellow employee took her car to a body shop and paid the shop $1,200 on an $1800 bill. When the insurance reimbursement check for $1600 (less $200 deductible) came to the body shop, they forged the insured's endorsement, took it to their bank and cashed it. This happened in December 2001. She reported the theft to the insurance company and the bank but not the police - what recourse does she have now?
 
Why didn't she take care of this earlier? When was this reported and how was it reported?

She tried to get the insurance company to do something about it. She called them and pointed out to them that her name had been forged on the check made payable to her and she also sent them her cancelled checks to show she had already paid the bill personally. Anyway, I'm looking for statute of limitations info here primarily. She still has all documentation. Thanks.
