I have been trying to procure handwritten notes from a three-person meeting regarding the employee who was present. The author denies having anything subject to public records laws. This person that took the notes was one of the two supervisors present at the meeting. The contention is that they were personal notes and as such they are not public record. They went on to say that there was no statute citing their exemption but since personal notes are not public records in the first place that they need no exemption. This seems to be the case with all of their handwritten documents. I welcome any views or suggestions thank you

Who are you in this situation/scenario? Thanks.
