Farmers Irrigation water flooding my basement

I live next to a farmer who irrigates his corn and hay fields. The problem is whenever this farmer irrigates his fields the ground water level raises and floods my basement. I have lived in this house for 5 years. I paid a plumber to install a sump pump to keep my basement from flooding ($300). I have had to buy 3 sump pumps ($350 each) in the last 5 years. I have also spend $500 to install a backup sump pump in case the power goes out - to ease my mind. I am sick of coming home wondering if my basement will be full of water because of the farmers irrigation water. I live in Weber County, Utah (USA) and am looking for legal advice. Does this farmer have to put in some kind of land drain to keep the water out of my property? What steps can I take to make this happen or any other solution.
