Can a Family Court Hearing Examiner construte "reimbursable expendures" as earned income and added to ones base salary?

The tacit here would be to determine child support at an inflated rate. ...

In addition, The employer has met all the requirments regarding the IRS requirments for reimbursable expendures. So how can the Family Court disregard the IRS regulations?
