Fallen/Damaged Fence removed without our permission

I live in TX. My backyard fence on the left side (smooth side facing me) fell due to hurricaine Ike. We had planned to repair it using the same boards, since the house next door has been vacant for over a year and is now owned by HUD. A couple of days after the Hurricaine, HUD sent someone to collect and dispose of the fence along with other debris without our permission. Now we don't have the old boards to mend the fence or the money to put up a new fence. There's repair men and people coming in and out to maintain the house. I have two young kids and I don't feel comfortable not having a fence to keep them from my backyard. Help! I don't know what to do.
