Is a bank allowed to use a check paper of its own fabricated falsely to look as a genuine official check of that bank ?

I'm not sure I understand the question. It sounds like you're asking whether a bank is allowed to commit fraud. The answer should be obvious if there is an attempt to wrongfully deceive.
