Relatives f3 pettition can getconverted in f4 byappropriate procedure ?

my petition ( under f3 category ) was filed by my sister in march 2004 (priority date ), by the time now my father has also become a citizen of usa,
now can my father convert the same petition under f3 with the same priority date?
and what will be the procedure to do so ?
please claear this confusion,

Trupti - I'm not sure if I understand the question. If your sister is a citizen and filed for you, then you have your priority date set. I'm not sure whether you and your sister were applying and now you want to use your father's status to benefit you. can you please explain to us what the source of the confusion is? Are you married? Why was your petition filed as an F3?
