   when you apply to have a conviction dismissed and then expunged, what does that really mean? Are you afforded the same right as the average citizen ie can vote, purchase fire arms, answer no to the question do you have any convictions on your record etc and is the conviction really off your record, or is it lingering some were waiting for an employment back ground check to pop up.

   That depends on the type of "expungement."
