Exempt worked req hour and sick/vacation still docked

Received a memo at work 08/29/08 stating that if hours worked is more than the normal work week hours of 35.25 and we miss work during that week; be it for sick or vacation time, our accumulated sick and/or vacation time will be reduced by the hours missed. This is for exempt employees. I work in Cook County Illinois.

I am wondering if this is legal?
