Employer not paying employees

What do I/WE need to do?
I work at a restaurant and the owners do not pay the employees thier paychecks. They do not pay on the designated days of payroll, often waiting until the employees threatens to quit weeks later after receiving NO compensation. (example: a hostess has worked there for 6 weeks and has received no paycheck. They owe her over 1100.00 dollars and she keeps getting nothing but excuses. She is afraid to quit for fear that she will never get her money. There are also numerous previous employees who constantly come in asking for money owed)
When Employer is asked to show paystubs or records, the employees are told they would have them later. However, later never comes... We always get the run around. With all employees, they do not have anyone's information, or W-4's. They tell servers and bartenders that we do not get paychecks, however they say that we owe them money because the hourly pay doesnt cover the taxes. How can they be paying taxes on us if they dont have our socials or W-4's? Who do we call and how do we get our money?? The police have been called by prior employees, but the local police are friends of the owner and nothing is done.
