Employer made me sign an cost of living stipened repayment plan... is this legal?

It was not illegal for you to be required to sign a repayment plan.

That is a completely separate issue from whether or not the specific plan is enforceable. ONLY a Massachusetts attorney who has read the plan in its entirely can answer that.
