I live in El paso tx we have a state highway loop 375 it runs thruoght a military base can they issue speeding citiations

Yes. It is not uncommon for military police to enforce the laws in the area immediately around the base. This is done with agreements made with the local agencies.

Yes.... Sometimes the fines are higher as well. I would suggest you slow down.
