my neighbor was using his dynamo-meter really late at night (2 a.m.); the noise is unbearable loud. What are the laws on using the dynamo-meter in Florida?

It might be a noise ordinance violation. If its noisy and late, contact the police who'll respond and investigate.
Typically these ordinances are based locally in a city or county statute or ordinance. If you provide the county, perhaps we can help find it for you. Since different neighborhoods may prefer to regulate noise differently (for example, younger versus elderly), it probably makes good sense to have noise ordinances enacted in local law.
