Ok my friends told me that they got tickets for paraphernalia and I was wondering if they contest it, if they stand a chance.
Here is the situation. They were at a park within hours walking to their car. The officer pull up and started questioning and then search the car at which point they found a pipe and rolling papers. They also found some weed. The officer said they wouldn't charge them with the weed, just the paraphernalia.
Now I was wondering since they were just walking to the car, did the officer have a right to question them and such? And should they contest it?
