drivers liscense

Recently, I was stopped for a speeding ticket. I was going 5 miles over the limit. The officer took my drivers liscense and never returned it. That was 2 weeks ago and the police station keeps giving me the run around. Now I have to get a duplicate issued. Are they allowed to take my liscense just for giving me a speeding ticket?
