Starter went out near a dumpster bears frequent & I was out of insulin. Officer arrived told me I could be arrested for distracting for non emergency. I was not informed that if the ifficer had to make the call to tow company that I would be impounded only that if my phone was not activated that officer would place the call & price would be increasingly more. Not once was I informed the impound would occur.

I have no idea at all what you are trying to explain here. If the police had to tow your car, then impound is where they take it.
