Dead Beat Dad wont pay child support

My dd dead beat dad refuses to pay child support. I think he might have a contempt order circulating but I'm not certain because I haven't recieved anything concerning an that type order issue to him (or do they normally send them to the other parent). My dd is now 9 and he has only sent maybe a few extremely small amts. during the (first year or so )only of her life. I think he is still in the U.S., my guess is he's simply not the type to skip country...maybe states but that would be as far as it goes. How can this guy be ordered to abide the law?

Yes, this guy has been ordered by the court to pay child support as well as insurance for her which he has failed to do either.
