Consumer Fraud credit report

Hi there,
I requested a free credit report through annualcreditreport.com from transunion. But because of some entry error i have been denied saying something like unable to verify identity. And when i called the number given on the website a representative from truecredit answered me. He asked me numerous questions which i did say correct, but still he said my identify could not be verified. Then he asked me to fax any of my utility bill but the phone bill. I said its not registered in my name and he asked me to fax my driver's license. Is there anything to be suspicious about faxing my DL to them ? And also why did he ask me not to send my phone bill?
Any help is highly appreciated.
