Creat a certification

Was wondering if it was legal to offer a course (plan to make many if this one goes well) "How to build a PC" than after it I want to have a test and if the person passes than they will get my certificate and they can legally say they have there certification in how to build a pc

What legal steps if any need to be taken to do this?

I don't think there is any law preventing you from creating your own online course and then giving a 'certificate of completion.' Anyone can put up information that they know about building a PC. If there are restrictions in the specific manner in which your school will operate, you will probably need to check your state's education laws to determine what rules and guidelines may need to be followed.
