Court Order DNA on deceased parent

In 2001 my brother (lives in TX) and father (lived in TN) had DNA test and the result was zero percent probability of paternity. I have a copy of the Paternity Analysis Report. I was given the report in case I ever wanted to have DNA test done.

Last year my father died in TN. (We didn't speak the last 5 years of his life.)

I recently contacted the company (in CA) that performed the test. I was told by the supervisor that I would need either the executor of the will to sign off on having my DNA compared to my alleged father or a Court Order. It doesn't matter that I have my birth certificate and my father's death certificate. (I don't want to ask my stepmother to sign this since I haven't spoken to her in over 6 years.)

I have contacted a few law offices here in TX and was told by the legal assistant that the law office doesn't do that type of work. I was told to keep calling around.

My question is, do I need to Court Order from TX, TN or CA to have this done? Also, do I need to hire an attorney or can I file this myself to get the Court Order?
