Well, at about $10 (or less) in outlays, I suspect the tenant is responsible. But, in NY, it might be the landlord. If it were my call, I'd replace the batteries. But, I have removed all the batteries in mines, as I find them to be an annoyance. A house fire is not something I worry about. Come to think about it, I don't worry about anything these days.
