contempt of court pertaining settlement in divorce

My EX-husband is in to contempt of court pertaining settlement divorce. He was suppose to get appraisal on home and then pay me within 3 months of that appraisal. But it has not been done. It has been two years and no appraisal has been done. . He says he is going to have it prorated for year 2007 can he do this?
And what is procedure to file a contempt of court?

File a petition of contempt against him. Get your divorce attorney to do so. My guess is that the Judge will make him pay off of the value on the day of the appraisal. However, you may want to argue that you want the money as of the value in 2007. Most real estate has gone down in value since then.
